Federal Legalization Oversight With Economic Revitalization (F.L.O.W.E.R.) Act
F.L.O.W.E.R. aims to federally legalize and regulate cannabis for various uses, including medicinal, recreational, industrial, and nutritional. By removing cannabis completely from the Controlled Substances Act, decriminalize it nationwide, and set up a clear regulatory structure base on use of the plant.
Each type of cannabis use will be overseen by relevant federal agencies like the FDA and USDA to ensure safety, clear labeling, and eco-friendly standards for products.
This Act is expected to bring economic, social, and infrastructure benefits. Revenue from a federal excise tax will fund public health programs, community infrastructure, and cannabis research, while also supporting minority-owned businesses in the industry.
